The Department of the Navy’s Rapid Capabilities Office (DoN RCO) has awarded a Consortium Management Agreement to the Creative Defense Foundation (CDF), establishing the NSPPC, a national security prototype-to-production consortium for plug-and-play composable warfighting. The consortium will have the ability to support the broader acquisition community across the Department of War (DoW).

CDF was initially founded on the recognition that decades of industrial base erosion and a widening technology gap have put America’s warfighting advantage at risk and that advantage now belongs to the force that can adapt fastest, backed by a resilient, competitive industrial base.

To that end, the NSPPC’s mission is to enable composable warfighting capabilities by addressing one of the most persistent structural challenges in defense acquisition: the inability to rapidly substitute better technology into operational systems without costly, time-consuming reintegration.

Members can join to gain access to contracting opportunities and also to contribute to the NSPPC’s composability infrastructure as it evolves over time.

The NSPPC will manage a diverse network of capability providers – from primes and non-traditional defense contractors to startups, academia, and non-profits.
